Article I — The Real Precedes the Claim
Core Principle
-
1.
Material living standards are set by what the nation can produce, not by what it can promise. Production is the constraint; allocation is the consequence.
-
2.
Money is a claim on real productive capacity. The supply of claims shall never be permitted to grow beyond the verified capacity that stands behind them.
Cross-ref: Appendix F (RAMF Formula)
-
3.
No promise, appropriation, entitlement, or declaration shall be deemed to create resources that do not exist.
Article II — The Citizen's Share
Universal Dividend
-
1.
Every citizen holds standing as a shareholder in the productive capacity of the nation, secured by a Base Dividend that is universal, unconditional, and direct.
Cross-ref: Appendix C (Services to Dividend Conversion)
-
2.
The Base Dividend may not be reduced, suspended, conditioned, or garnished on account of any citizen's behavior, beliefs, associations, health, or refusal to participate in any program.
-
3.
Work shall always pay. Earnings never reduce the citizen's share, and a lifetime of contribution shall compound the citizen's retirement dividend by published formula.
-
4.
No benefit of citizenship under this Constitution shall require a form, an interview, a means test, or proof of poverty.
Cross-ref: Appendix A (Administrative Simplification)
Article III — Visibility
Tax Transparency
-
1.
There shall be no hidden taxation. Every tax shall be levied where its payer can see it, stated on the record of the transaction that bears it.
Cross-ref: Appendix B (Immediate Financial Impact)
-
2.
Essential goods, tightly and publicly defined, shall be exempt from taxation on consumption.
-
3.
Every public collection, issuance, payment, and allocation shall be published in aggregate, continuously, in a form any citizen can inspect.
-
4.
The people cannot consent to what they cannot see. A charge concealed in a price or withheld from a wage is a tax without visibility and is prohibited.
Article IV — The Ledger
Public Resource Accounting
-
1.
The nation shall maintain a public accounting of its resources: what exists, what is required, what is produced and consumed, what constrains expansion, and how certain each figure is. Reality shall be measured before capital is allocated.
Cross-ref: Appendix G (NRMS Schema)
-
2.
Every material figure shall carry its evidence and its confidence, and every calculation of public consequence shall be reproducible by the public from the published record.
-
3.
Corrections supersede; they never erase. The historical record of what was known, when, and by whom shall be permanent.
-
4.
Knowingly falsifying, concealing, or materially omitting information in the official record, where capable of affecting issuance, expenditure, or national readiness, is a serious crime. Good-faith error, disclosed uncertainty, and honest failure are not offenses, and those who reveal deliberate manipulation shall be protected.
Article V — Limits on the Mint
Monetary Spine
-
1.
New money may be created only against independently verified net growth in real productive capacity, recorded in the Ledger.
Cross-ref: Appendix F (RAMF Statutory Formula)
-
2.
Verified growth establishes a ceiling on issuance, never a command to issue. Headroom may remain unused indefinitely.
-
3.
No gain shall be counted twice. Each verified increase in capacity may support issuance once, through a single published lineage.
-
4.
No officer, agency, or majority shall hold discretionary authority to create money. Issuance follows published, rate-limited, auditable rules or it does not occur.
-
5.
Every transitional or emergency monetary authority shall carry a ceiling, a schedule, a separate ledger, and an expiration. No temporary authority shall become permanent by inaction.
-
6.
Repayment of public capital is not revenue and shall retire debt or recycle into verified capacity by rule; it shall never convert to general spending.
Article VI — The Market's Domain
Free Enterprise
-
1.
Prices shall be free, property private, and enterprise unmanaged. The state measures capacity; it does not allocate private consumption, set prices, or direct lawful commerce.
-
2.
Abundance applies to what can be produced. What cannot be multiplied — position, place, and singular things — shall be allocated by free exchange, permanently. This Constitution promises production, not the abolition of scarcity in the unreproducible.
-
3.
Public finance may accelerate verified capacity where private capital is insufficient; it shall never substitute for private capital that suffices, subsidize what would occur regardless, or continue as operating support.
Cross-ref: Appendix H (Resource Capacity Finance)
-
4.
Failure in honest enterprise is permitted and shall not be punished as wrongdoing. Fraud is not failure.
Article VII — The Person
Individual Privacy & Liberty
-
1.
Public auditability extends to rules and aggregate flows, never to private lives. The state shall prove its own integrity to the citizen; the citizen owes no reciprocal transparency.
-
2.
No currency, payment system, or dividend of the nation shall be conditioned on surveillance of transactions. Economic participation shall never require trackable government money.
-
3.
No system of social scoring shall exist. No incentive of the state may impose penalties, negative scores, behavioral debts, or tests of politics, faith, speech, or ideology, and no incentive shall grow so large that material security depends on it.
-
4.
Where eligibility must be proven, the fact shall be proven without exposing the life, with access to personal records subject to due process, strict logging, and independent oversight.
Article VIII — Essentials First
Availability Floors
-
1.
For resources designated essential by law, the nation shall maintain published availability floors: the measured level below which the needs of citizens are not met.
-
2.
While an essential resource stands below its floor, the citizens' claim upon domestic supply binds first, and export shall throttle automatically by published formula. Above the floor, trade is free.
-
3.
No officer shall hold discretion to grant exemption from a binding floor, and no floor shall be invoked to shelter any industry from competition. The list of essentials shall be short, public, and guarded by Article XI.
-
4.
Treaty commitments to allied peoples may be honored within a binding floor, at levels that never breach it.
Article IX — Rules Before Money
Regulatory Unlock First
-
1.
Where the Ledger shows an obstruction created by law, rule, or process rather than by absent resources, the remedy is reform. No money shall be created, and no public capital deployed, to route around an obstruction that legislation can remove without cost.
-
2.
Every public capacity record shall display, beside the physical gap, the rules that constrain it — so that no shortage of permission is ever recorded as a shortage of resources.
Article X — War
Wartime Economic Operations
-
1.
Wartime economic rules take effect only upon a formal Declaration of War, run for a fixed statutory term, and lapse unless renewed by supermajority. Perpetual war must be perpetually and publicly re-chosen.
Cross-ref: Appendix N (Wartime Economic Operations)
-
2.
The Base Dividend is inviolable in war. Congress may, under an active Declaration, redirect a published share of dividend growth to war capacity; every redirected amount shall be recorded, and restored first upon the Declaration's end.
-
3.
In war the nation buys volume, not desperation. Margins on war-related revenue are capped at each supplier's pre-tension baseline; output is unlimited and invested capital earns its ordinary return; margin above baseline is recaptured to the Treasury by published formula.
-
4.
Every classified economic record — contract, price, decision, and disbursement — shall be cryptographically committed to the public ledger at the moment of its creation, with its declassification clock published in advance. Revealed records must match their commitments.
-
5.
Audit is continuous during war, within the classification boundary; publication alone is deferred. Aggregate war expenditure, recaptured excess, and audit-exception counts publish quarterly regardless of classification.
-
6.
No person holding authority over war finance or procurement shall hold or trade interests in its beneficiaries. Divestiture or blind trust precedes authority; every decision, conflict, and recusal is committed to the ledger on the same clocks.
-
7.
Every wartime economic authority expires with the Declaration. Nothing carries over. The enemy may be denied our secrets; the citizen may only be asked to wait for them — and the wait is written down before the spending begins.
Article XI — Amendment and Guard
Supermajority Safeguards
-
1.
The parameters of economic law — rates, multipliers, weights, floors, and lists — shall adjust only within published bounds, prospectively, by visible process.
-
2.
No change that expands exemptions, weakens auditability, enlarges discretion, or touches these Articles shall take effect without supermajority approval, public notice, and a delayed effective date.
-
3.
The deployed rules of the economic system shall be reproducible by independent parties from public specification. What the people cannot rebuild, they cannot trust, and shall not be governed by.
-
4.
No emergency suspends this Constitution. Extraordinary powers shall be separately enacted, separately recorded, and shall expire of their own terms.
"Count what is real. Build what is short. Show every number. Share the gains. Let no one be watched who has not first been served, and let nothing be promised that has not first been produced."
